List orders whose worker is past the deadline with nothing delivered.

Reads the fleet database handtohuman.

Output and state effect

Result

Read-only. Returns every in_progress order whose deadline_at has passed, oldest deadline first. These are the reassignment candidates, and the escrow behind each one is intact.

Serialization

Prints a JSON array of orders to stdout.

Refusals

No command-specific refusal. An empty ledger prints an empty array.
